Germany relaxes travel ban on Delta variant countries

Why has Germany relaxed travel restrictions on arrivals from countries with high case numbers of the Delta variant?
According to the government it’s now accepted Delta cases are going to rise in Germany.
Vaccinated travelers from Russia, India, Nepal, Portugal and the UK will now be allowed to enter the country, without a 14-day quarantine.
