A deadly surge of crossings into Spain’s North African enclave of Ceuta has renewed questions over how the continent should manage irregular migration, asylum and border security. The latest crisis comes more than a decade after the mass arrivals of 2015 and is adding fresh urgency to an issue that continues to divide governments, voters and political parties across Europe.
